He highlights developing an implementation framework that prioritises open access and establishes an independent system operator and a market operator to streamline system application trading. Addressing project financing risks, he notes that Zambia can no longer rely on sovereign guarantees due to conditionality, emphasising the importance of alternative risk mitigation mechanisms for successful financing.
